I need help

i wanna do the thing whit ip changer but i cant(i dont know how)
i downloaded the patches and extracte them on desktop in copyed top file.
then i try to change ip whit ip changer 0.2 (if maybe help) and i go to IP sets> Add New IP Configuration set.
then it came up window whit 5 boxes

1. IP set name
2. IP address
3. Subnet Mask
4. Def. Gateway
5. DNS

i need help , please if there is some problems please tell me because i dont know how to handle it
please tell if i have to get other version or something else
and i beg for example
